EEXI Overview

In June of 2021, the IMO Marine Environmental Protection Committee (MEPC) held its 76^th meeting.  During this meeting the committee adopted resolution MEPC.328(76) containing amendments to MARPOL Annex VI concerning mandatory goal-based technical and operational measures to reduce carbon intensity of international shipping.

One of these measures includes the Energy Efficiency Index for Existing Vessels (EEXI), which will be applied retroactively to vessels above 400 GT falling under MARPOL Annex VI through a one-time certification.  These amendments entered into force on November 1st, 2022.

What is required of owners?

As of January 1^st, 2023 an EEXI technical file should be in place for vessels that are satisfying the Required EEXI. The EEXI technical file includes the EEXI calculation with supporting documentation (see FAQs) and must be summitted to a class society prior to the International Energy Efficiency (IEE) survey taking place.  Issuance of the IEE certificate takes place upon the verification of the EEXI during the next scheduled annual, intermediate or renewal survey.

1.    Assess Current EEXI

The Sustainability Group can determine a vessel’s current EEXI based on the IMO’s guidelines. Understanding where your vessel’s attained EEXI is compared to the reference line and the required EEXI can help you determine the roadmap and timeline for improvements. Once you know where your vessel stands, you are better prepared to make decisions.

2.    Evaluate Improvement Options

If your EEXI requires improvement, the Sustainability Group works with you to discuss the options available based on operational data and commercial needs. During this step the Sustainability Group considers Energy Efficiency Technologies (EET) and/or Engine Power Limitation (EPL), enabling you to choose the solution best suited for your vessel. Depending on the solution implemented, there may be additional steps required that the Sustainability Group can walk you through. Prior to step 3, we recommend re-calculating your EEXI if an improvement option has been implemented in order to confirm the expected EEXI has been achieved. Once improvements have been implemented, clients should update their EEXI technical file for submission to ABS.

3. Verify EEXI

Once you have submitted the EEXI technical file to the Engineering Group, the review and approval process can begin. Upon receipt and approval of the EEXI technical file, the Engineering Group will align your IEE survey with your next scheduled annual, intermediate or renewal survey. Following a successful onboard survey, an IEE certificate will be issued
