RADM Bruce Baffer, USCG (retired) is Senior Vice President for Global Government Services at ABS. His portfolio includes ABS support for all military and government-owned vessels as well as ABS-provided government technical services.
Baffer joined ABS in 2021 from Fincantieri Marinette Marine, where he led design teams on the U.S. Navy’s Large Unmanned Surface Vessel and Light Amphibious Warship Programs as well as the Coast Guard’s Offshore Patrol Cutter and Polar Security Cutter Industry Studies.
Previously, he served the U.S. Coast Guard as Chief Engineer, providing life-cycle logistics, maintenance and repair for the organization’s 243 ships, 201 aircraft, 1,800 boats and $18B shore plant. As the Assistant Commandant for Acquisitions, Program Executive Officer and Vessel Acquisition Program Manager, he oversaw the recapitalization of the Coast Guard’s operating fleet, delivering the first National Security Cutter (NSC), first Fast Response Cutter (FRC), first Response Boat Medium (RBM), first MK IV Over the Horizon Cutter Boat (CB-OTH) and the first MK II Response Boat Small (RBS). Afloat assignments included Command of Cutters - Stratton, Chase and Thetis.
Baffer holds a bachelor’s degree in Civil Engineering from the U.S. Coast Guard Academy, a Master’s in Civil Engineering from the University of Illinois, an MBA from the University of Massachusetts at Boston, a Master’s in the Management of Technology from the Massachusetts Institute of Technology and a Master’s in Strategic Studies from the Marine Corps War College. He is a licensed Professional Engineer and Level III Acquisition Professional.
